QUESTION: Revenue - Are there additional revenue sources that Benicia should consider?

I would like to see the city enter into certificate of participation for some of the historic structures. I believe district assessments make sense for the development of walkable streets, traffic calming, storm water runoff (pollution), trails, waterfront park, and tree planting. The city could consider an income tax as other cities have done, but I would rather focus on getting Valero to pay its fair share.
