BENICIA - In front of a packed house Tuesday night, the torch of community leadership
was passed in City Hall to a new mayor and council.
Two-term Mayor Steve Messina and
Councilman Bill Whitney stepped down, while Mayor-elect Elizabeth Patterson
and Councilmen-elect
Tom Campbell and Mike Ioakimedes were sworn in - all to resounding cheers and
